For a few good men

Like Dr Lim Teck Ghee,
Desi extends one Salute.
We need more such men of integrity
Lest the Malaysian atmosphere by iblis pollute

It's with a heavy heart I wrote the precedent post
That it's a hiatus for Mave SM, just an adieu at most
But an intellectual like Dr Lim says he's resigning
I know that Malaysia continues its slide, without any ending?

PETALING JAYA: Under pressure from Umno politicians and certain segments of the Malay community, think tank Asli has backed down and agreed to withdraw a contentious report on the New Economic Policy (NEP).

Asli or the Asian Strategy and Leadership Institute president Mirzan Mahathir issued a statement yesterday saying the findings by its Centre for Public Policy Studies that bumiputra equity ownership could be as high as 45% cannot be "vigorously justified".

Mirzan also expressed deep regret over the "hurt and confusion felt by all Malaysians caused by the Centre's report."

"On re-examining the methodology and conclusions of the report, Asli has concluded that there are shortcomings in assumption and calculation that led to conclusions that cannot be vigorously justified," he said.

"As such, Asli feels that this report does not fairly reflect the true picture of total equity ownership by bumiputras in Malaysia."

Mirzan noted that the report - Corporate Equity Distribution: Past Trends and Future Policy - was part of a larger study undertaken by a multi-racial group of scholars and consultants in connection with the Ninth Malaysia Plan. It was submitted to government in February, but the centre did not receive any feedback.

However, since its findings were widely reported on a few weeks ago, Umno vice-president Tan Sri Muhyiddin Yassin described it as "rubbish" following a statement by Prime Minister Datuk Seri Abdullah Ahmad Badawi that said the report was "baseless", "inaccurate" and "irresponsible".

Today, a Malay daily quoted former premier Tun Dr Mahathir Mohamad as saying the centre's findings were "illogical" because bumiputra control of the economy was far below that of other races.

The centre's report had concluded that the NEP target of 30% bumiputra equity ownership had already been exceeded, and said the official methodology inherited from the 1970s to measure corporate equity distribution was "narrowly-based, unrealistic and has resulted in an underestimation of the true volume and value of bumiputra equity."

It also said it was clear that "selective patronage" had resulted in "serious intra-ethnic Malay cleavages", and the continued promotion of the NEP would only serve to raise antagonisms among bumiputras that some are more favoured than others.

The Centre for Public Policy Studies is headed by Dr Lim Teck Ghee, a former United Nations regional adviser and World Bank senior political scientist, and recipient of numerous international academic awards.

"As the 30% ownership of Malaysian corporate equity by bumiputras is one of the key targets of the NEP, it is important to have a reliable methodology to measure the government's success in meeting this target," Mirzan said.

"All methodologies are at best good estimates of the true situation and due to the importance of the threshold to the public, should be a transparent as possible," he added.

However, he hoped that the report would lead to a better understanding of the current methodology's merits.

Mirzan said that in Asli's 13-year history, its agenda has always been to help create a better society through the promotion of strategic thinking and leadership qualities.

"We humbly take all criticisms levelled at Asli with an open heart in our quest to improve ourselves in order to serve Malaysia better," he said.

Sources said although Asli has officially agreed to withdraw the report, those involved in putting it together are standing by their work. However, they accept that the political reality left the institute no choice but to back down in order to stop the attacks on Asli.

LATEST BREAKING NEWS: I just read (@ about noon) from JeffOoi's Screenshots the sad news that Dr Lim had tendered his resignation (as head of ASLI's Centre for Public Policy Studies)as he did not agree with ASLI's president Mirzan Mahathir's backing down on the report by the Centre for Public Policy Studies. The decision by Dr Lim is expected from a man of intellectual integrity.
Desi does not know whether to laugh or cry for NegaraKu.

DESIDERATA: Note that all the key Players (as highlighted, BOLDED THUS, in the news report, are present or past UMNO leaders. Do the rest of the Malaysian populace exist in their eyes? Do our views count? Even totalling just up to one-third or 33-1/3per cent?

As a "protest" against the political trends in NegaraKu that tend towards dictatorial rule and governance by absolute decrees (for instance, the utter "rubbish" coming out of apologists like Muhyiddin, who countered rational reports with just one "label") rather than towards more democratic discourse and transparency as promised by the Prime Minister in the GE 2004's BN Manifesto, I'm resting this Blog for a week.

Maybe Mave SM's decision has had an impact. Seriously, I also suffer from fatigue from all this months-long, energy-sapping and non-productive sandiwara and utter "rubbish" emerging endlessly from some asses' (did I leave out an 'r' somewhere?) holes. Maybe some is an understatement. Many, especially from out of PWTC. Or is it outa Putrajaya?

My salute to Dr Lim, at least he is not one of those who joined the crowd when realised that they cannot beat them.

Dr Lim is a true man with courage. Someone we should be proud of.

of course, there's the other story of small bullies & big bullies.

the small bully will not apologise for championing the cause of race & religion, & his boss will yield the keris to do likewise & condone flag-burning, if required. where are these champions on the issue of the haze, which is affecting EVERYONE??

that's why they are the small bullies because the BIG BULLY will just brush them off, if they so much as to make a whimper about the haze - in the same manner the DAP got a mouthful when the latter complained.

Yes, it's always the bully who wins with his fists cum empty mouths.
NegaruKu entering 50th year doesn't seem to have credible leadership, and Pak Lah's satnce on this issue of NEP and ASLI's report has eroded the high faith I had placed in him since GE2004.
I hope he can redeem himself and not be pulled down by playing popular but suicidal UMNO politics.
As PM, Pak Lah must realise he answers to ALL Malaysians.

Indeed, the issue of the Haze is a national one transcending race and creed. But there is convenient elegant silence, not just on the part of the govt leaders, also from some vociferous fellow Bloggers who recently went on an anti-Singapore govt bash over MM Lee KY's political assessment to which he was surely entitled. One can beg to differ, but give thy rationale.

Just like Muhyiddin, they take the BIG BULLY's way out by dismissing you with lables like "rubbish". I wonder if PWTC hall has enough mirros: next garage sales I may just buy some and send over as my small man's contribution...

When the North Korea steps up the ante further on nuclear weapons, the present bully might just join the rest of us in praying for Transcendental and trans-boundry salvation.

Sometimes Awakening comes a mite late, even with V2020. But I think UMNO leaders who continue to behave like Ostriches would take us to NMV3030. NM is for 'nightmare'.

The only way to effect change is action on the ground.

I believe little ripples can create big waves.

We who are disgusted with the way things continue to operate in this country can each do our small part to CREATE AWARENESS among eligible voters within our circle of friends & acquiantances.

We can educate and open up their eyes to happenings around our country which clearly showed that our current leaders have marginalised all Malaysians including the Malays and bumiputras who are not politically-connected.

We can show our love for this country by doing our part in spreading the message that each individual vote CAN and WOULD make a difference to the direction this country is heading and the kind of leaders we want - an honourable leader who can unite all Malaysians as one big family instead of sowing distrust & discord for political expediency.

I don't want to sit and watch anymore. I don't want to just talk about it. I believe I can generate a ripple. And I will do it the multi-level marketing way.

I have always believe this common vision of a Progresive NegaraKu, if only ome of the socalled elected leaders wake up and don't continue to play Monkeys or Ostriches.

1. how can you not include the glc?
2. how can value be attributed on par value?

it is better to move on from the NEP and start really help the needy be irregardless of race, religion or skin colour

GLCs, par value and ALL other factors that anchor the NEP ~~ the Govt must come clean with their statistics, otherwise, we must continue to assume the ASLKI's report has more credibility because we have NOT sighted any from the Govt!

"it is better to move on from the NEP and start really help the needy be irregardless of race, religion or skin colour " ~~ my key platform in my civilsociety writes here since Day 1 ~~ we all need to look at issues minus or with minimum race, colour and creed considerations except when these are factors wrt issues eg race + NEP factors are "inseparable" componets for scrutiny; otherwise, we are not looking at the core problems.

I totally agree with your salute to the economist who resigned. I thought Mizans apology was disappointing, and stupid to say the least.

Badawi's statement saying that the studies methodology was incorrect because "it only did a study on 1000 companies on Bursa" while we government people are "more detailed" was anally fishy.

Everyone who gives a damn knows that there is an existing oligarchy that control this whole "bumiputera" equity sham.

At the very least there should be a comparison of methodology and an intelligent discourse on why the governments study was more comprehensive.

I came back reading your latest Post - wrt advice to 10As girl not able to pursue medical stduies. Just add that it's NOT the end of the world~~ a bright student like her can ecel in many OTHER fields -- can even turn out to be a blessing in disguiise, deSIN's loss is maybe Nobel-prize biological breakthough for Malaysian pioneer?
