Here is the last but one closing lines:

I commanded the scribe to XXplain what the blardy hell It means.
Desi with his erratic understanding of English, although he asspires towards poetic licence, is trulyLOST at sea. I don't know about my Second Mate, Helen, who seconded MV's last line, butt I have no problem with her or him, if you know what I mean(t): ~~

PETALING JAYA (Oct 11, 2006): The research director of the Asli report which concluded that bumiputra corporate equity ownership was much higher than what government statistics showed has resigned after the think tank distanced itself from the findings.

Dr Lim Teck Ghee, director of Asli's Centre for Public Policy Studies, said he stood by the report which stated that bumiputra corporate equity ownership could be as high as 45% and not 18.9% as stated in government statistics.

The resignation came a day after Mirzan Mahathir, the president of Asli or the Asian Strategy and Leadership Institute, issued a statement that the report - Corporate Equity Distribution: Past Trends and Future Policy - was flawed in its methodology and assumptions, and its conclusions could not be "vigorously justified".

"Since I cannot agree with Mirzan's statement, and because of the need to defend the position and integrity of independent and non-partisan scholarship, I regret to inform that I will be stepping down from my position as director at the end of the month," Lim said in a media statement today.

He said as the centre's director, he bore full responsibility for the study, and stood by its findings, and the findings of the other studies the centre submitted to the government in February on the Ninth Malaysia Plan (9MP)

"I hope the public space opened up by the centre's work on this particular issue, as well as other important issues, will be expanded on and vigorously defended by others.

"It is the fundamental right of the Malaysian public to question all government statistics and policies, more so when these are not transparent or defensible," said Lim, a former United Nations regional adviser and World Bank senior political scientist, and the recipient of many international academic awards.

The corporate equity report was part of a bigger report the centre worked on called Proposals for the Ninth Malaysia Plan (9MP) which was submitted to government.

The centre's report had concluded that the National Economic Policy (NEP) target of 30% bumiputra equity ownership had already been exceeded, and said the official methodology inherited from the 1970s to measure corporate equity distribution was "narrowly-based" and "unrealistic".

According to the 9MP, bumiputra equity ownership in 2004, as measured by the Economic Planning Unit (EPU), stood at 18.9%.

The Asli centre report also said it was clear that "selective patronage" had resulted in "serious intra-ethnic Malay cleavages", and the continued promotion of the NEP would only increase antagonisms among bumiputras that some are more favoured than others.

The centre did not receive any feedback from government until the corporate equity chapter was widely reported on a few weeks ago.

Since then, Umno vice-president Tan Sri Muhyiddin Yassin has described the report as "rubbish" and challenging the government's authority, following Prime Minister Datuk Seri Abdullah Ahmad Badawi's statement that the report was "baseless", "inaccurate" and "irresponsible".

On Monday (Oct 9, 2006), Utusan Malaysia also quoted former premier Tun Dr Mahathir Mohamad as saying the centre's findings were "illogical" because bumiputra economic control was far below that of other races.

Mirzan was also quoted in the same paper on Wednesday as saying the report's quality did not reflect Asli's expectation, and had undermined the institute's reputation and diverted attention from its other positive recommendations.

He was also quoted as proposing that an editorial board be set up to vet the quality of future Asli research so that its work would not be undermined.

On Lim’s resignation, he said: “If he disagreed with the centre and if he feels very strongly about it, he’s free to do it (resign). We wish him well in the future.”

Asli CEO Datuk Dr Michael Yeoh said he respected Lim's decision to resign, adding that he stood by Mirzan's statement.

Asli director Tan Sri Ramon Navaratnam said Lim's resignation was unfortunate. "I hope it does not send out the wrong signal to others who want to undertake honest and sincere research on the challenges facing Malaysia," he told theSun.

Opposition Leader Lim Kit Siang said Mirzan had failed to explain how the centre's methodology was flawed, and how the Economic Planning Unit's methodology was valid.

On criticisms of the report, he said: "It is a triumph of brawn over brain and a major setback towards creating a 'first class mentality'."

The DAP adviser called on Abdullah to direct the EPU to make public the methodology it had used to measure corporate equity ownership in the interest of openness, accountability and transparency.


DESIDERATA:

I am sure many of my ER are familiar with the 1997's Hollywood blockbuster TITANIC which won a lot of money besides treasure for director/writer Cameron. You would be forgiven if yopu could only recall two names -- Rose DeWitt Bukater (Kate Winslet) is a 17-year-old, upper-class American suffocating under the rigid confines and expectations of Edwardian society who falls for a free-spirited young steerage passenger named Jack Dawson (Leonardo DiCaprio) -- who were immortalised as the new First Couple as last century headed for its end. But there is one other character that IMHO you should salute -- to some people, she's known as The Unsinkable Molly Brown. acted by Oscar winner Kathy Bates. To me, she's the heroine of the story. (Maybe I'd tell her story on Sundae's Inter:Lude, if you promise to buy Desi CON BF?)

And WHO do you think is the HERO/heroine in the event of m.v. ASsLI sinking?
Or you are telling Desi that this ship is "unsinkable", like The TITANIC?

The above points (ALL BOLDED) well quoted by the media attributed to Mirzan which is the main question that Maverickysm.blogspot.com tried to tackle in a long, long THESIS which I wished I had the pleasure of Socrates and Albert Camus to help Desi to desipher through the fog and mist still at sea. But these two genteel men declined Desi's invite to join the resurrected MaVerick. They sent their APologies, off course!

Now back on course, the above citation is the core of Mave's Post yesterday.
I told Mave in his Blog just a few hours ago, as my summation as follows (with slight editing for typos mainly):

"

This enhances the premise I posited that if indeed the Government's figures and conclusions were correct, it also means the NEP has "failed miserably" -- the bumi equity (percentage-wise) having stagnated for 20 years (from 1985-2005) hovering at the 20%-mark. So why do you want to maintaing and perpetuate a policy that has failed until one has suicidal tendencies, or it's for political expediency?"


DESIDERATA: Maybe Mave wandered off course a li'l, but it's Okay! The best sailor can sail into icebergs sometimes. Just that Desi sees many RATS scurrytng for cover at the signs of the first storm and the appearance of that humongous iceberg.
Now, can you now tell Desi who is the Hero/Heroine, and who are the Rats, scurrying out of the ship's hole/hold?

Your m.v. Assli reminds me of a true story about a young 13-year old Giocante Casabianca, who chose to die with his father, Luce Julien Joseph Casabianca, admiral of the Orient which exploded when the fire on board reached a keg of gun powder. The boy could have saved himself, but refused to leave despite his father's advice, and stood firmly loyal to his father, perishing together in the explosion.

Dr TG Lim stood his ground on principle, resigned, while maintaining the accuracy and truthfulness of his findings. He could have found another way out to save his hide, and stayed on to enjoy his privileges, but he did the opposite...he has some similarity to young Giocante Casabianca...both are heroes, no doubt.

The rat has to be his superior(s)....simply on the rationale that such important document would have passed through them, approved by them, before submission to the government level. As such, any superior, who now turns inside out, a turncoat, has to be the worst rat from the dirtiest and most fetid of gutters.

Why the sudden obsession with rhymes, fairy tales and heroes? :-)

IMHO, (IMVVVVVHO)there are no heroes... at least not yet. Dr Lim was a man doing his job. He did not set out to look for sensation nor refute the garmen stats. Ironically, it was his result that did both. The findings, not the man. But, Dr Lim is a man of principle, no doubt about it.

As for heroes, maybe they are in the making. Too early to tell. It will all depend on you and me and others who stood ground against hostile forces and demand answers. I hope heroes will emerge triumphant and not silence.

As for rats, it is found in 'rubbish'. Even in syllables. But, initially, the rats were bred in abundance in stable where an old horse reside. Though the horse is now long gone, the rats multiplied and is now strong in numbers.

Joepsc, IMHO, 13-year old Giocante just stupendiously destroy his family heritage gene pool to make the "ham-kar-chan" decision.

OTH, Dr Lim has show his own dignity, while the resignation is not a sinking ship to him. So the example given is not appropriate to portrait Dr Lim.T.G.

But the interesting part is the outcome. Why some people so afraid of the 45% "success"?

No, it will not happens.Vote can be easily bought from Kampung in West and village in East. Ballot can be manipulated easily, e.g. dear Ammy
votes are counted as "100% supporter" votes.

Perhaps hypocrite can explain it. They are so greedy but yet afraid of "hell judgement". Unless the the whole thingy created are "ethical", which make them feels better.

moo_t, agreed his resignation itself is not a sinking ship to him - but losing benefits/privileges as a result of resignation is like a sinking ship...and he is like a sunken treasure to the organisation that lost his service.

If we take away the foreign-owned equity, we will find that the Bumis owned more than 80% (including stakes of GLCs). However, minus the GLCs, roughly less than 20% of the Bumi population owns the 80%. Pareto had always been proven right.

The fundamental is that the gap of the rich Bumis and the poor Bumis are staggering whereas the stakes of non-Bumis stays stagnant.

AS to the question of ASLI's stand, or should we say, Mirzan's lonely stand, it is a general belief on the part of those to whom the general orders apply that disobedience is likely to be followed by the execution of the threat not only on the first promulgation of the order, but continuously until the order is withdrawn or cancelled. At such, Dr. Lim's resignation is a certainty, not a heroic act for he was coerced to denounced his thesis, or else... face the music. Mirzan had made it clear: I am the President and what I say represents ASLI. Take note that Mirzan was the beneficiary during his father's tenure and also during the East-Asian Economic crisis in 1998. Petronas saved him ...god saved the prime minister's son.

i want to know and i want to know now. Yunus Mohamend has won the nobel peace price with his work in bangladesh. he had done it with the poor with his own effort. i dont know how he did it and using what financial mechanism (beside his for-profit gareem bank). does negaraku has similar achievement of similar status given the vast amount of resources at our disposal to help the poor?

we really need to ask some tough question for the future of negaraku. gold doesnt come out from the ground forever!!

Sorry for beLATEd response; being HR holiday, I re-visited some Z"olede" posts and saw your latest komen.
These groundprinces are now fighting among themselves -- mave says 20% of the elitist group get 80% of the NEP benefits, hence the gap grows wilder, intra-ethnic and inter-ethnic group divisions become more distinguished.
