A COLLAGE ON THE IPCMC

Some Blogosphere residents think there is a lot of SANDIWARA going on in Bolehland. Anmd who's to dismiss them -- there has been lots of wayang, opera and shadow play going on for decades, year after year, so much so the citizenry has firts become confused, then tired, then nonchalant, then RESIGNED TO IT ALL.

This is a dangerous affliction. Being resigned to the fact ... that we can't do anything about it. Just saty on the sidewalk ...

The current headline grabbing thingy which some parties also see as some sort of "Sandywar" -- in theatrical language that mGf Howsy (planning a Musical!) and Desi have been resorting to -- to divert the Rakyat's attention from the economic/business scene, the latter being quite distressing -- petrol price rise, power rate hike, transport charges and hawker's food also rising in tandem (the Ministers adopt the stance of the Three Monkeys...if you wanna ask Desi what this is, you aren't no mGf, get outa here!:(

And where we the people are headed as far as how the nation's police enforcement impacts on us in our lives. KUALA LUMPUR:
Prime Minister Datuk Seri Abdullah Ahmad Badawi said the views of a minority group in the police force objecting to the setting up of the Independent Police Complaints and Misconduct Commission (IPCMC) did
not reflect the feelings of the majority.


Without going into details, Abdullah, who is also Internal Security Minister,
said matters regarding the proposed IPCMC were still being reviewed by
the Attorney-General's (A-G) Chambers.

Speaking to reporters after attending the Public Sector's Worker's Day Celebration today (May 30, 2006), Abdullah said the A-G's office was still gathering feedback from the people and the police.

"The people want a police force which is efficient, good, credible and well-respected. What is being done is for the betterment of the police force."

Police fully behind Government

Inspector-General of Police Tan Sri Mohd Bakri Omar has said the posting of the views of the three police associations on the setting up of the Independent Police Complaints and Misconduct Commission (IPCMC) on the police website was inadvertent. He reiterated, in an exclusive interview with LOURDES CHARLES, that the Government has the final say in whether the proposed commission is set up.

The Star: The public’s perception is that the police force has defied the Prime Minister’s call for the setting up of the IPCMC. What is your comment?

IGP: We are solidly behind the Government and the Government knows it. We are public officers bound by rules and regulations. How can we go against the Government when we are bound by disciplinary rules?

We have a track record that shows we are very loyal to the Government. Whatever that has transpired (the release on the police website confidential details of a meeting between the three associations in the police force with the Prime Minister) should not be interpreted as going against the Government or disloyalty by any member of the police force.

At the meeting, the Prime Minister listened to all the arguments put forward to him by the three associations – the Senior Police Officers Gazetted branch, the Police Officers (Inspectors branch) and the Junior Officers.

The Star:Why does the police force feel so strongly against the setting up of the IPCMC?

IGP: We have in place adequate measures to tackle corruption and other abuses by our men. We already have the Police Force Commission and we have the Anti-Corruption Agency as well as the Tatatertib (disciplinary board) in Bukit Aman. These are effective bodies that look after the force and they have been doing it for years.

We have punished our officers and men without fear or favour. We even send our findings to the Attorney-General’s Chambers which in turn recommended charges against our men. There is also the General Orders that apply to the police force as well.

I do not run away from my responsibility. As the IGP, I am responsible for the conduct of my men and if there is any mistake, I have to be accountable.


The Star: Details of the confidential meeting posted on the police website, was that an act of sabotage?

IGP: It was a genuine mistake. I have investigated and the corporal who uploaded the document admitted she did it without consulting her superior. It was never intended to hurt anyone.

The Star: Were the three associations’ views a representation of the stand taken by the police force?

IGP: The three associations represent all officers and men in the police force and it is the men and officers who make up the force. As such they have the right to express their views as allowed by the Police Act. We cannot form a union, so forming an association is the only avenue for them to speak up on grouses pertaining to service matters.
