Personification versus Institutionalisation

In Malaysia, the Prime Minister needs to issue personal edicts before the froggies jump.

Malaysian boasts the latest infrastructure and technology but the pace is still bullock cart and wheels.
You know WHY?

PM: It's shameful
Naked woman incident a blow to country's image


The nation's CEO is overseas on official duty and it had to be him issuing another edict all the way from VALLETA (Malta) before things got cracking.

By now the whole nation knows what's gripped the people's awe and surprise the past 24 hours, causing widespread indignation and rage and depression.

Quoting the starting para: "The video clip showing a naked woman doing ear squats while watched by another woman in uniform has shamed the country, said Prime Minister Datuk Seri Abdullah Ahmad Badawi.

He added that he had called deputy IGP and instructed him to thoroughly and immediately investigatethe matter.

Deputy PM Najib Tun Razak also pledged to conduct a thorough investigation, saying the video clip was the first documented evidence of a detainee abused.

Police already probing video clip before public exposure



KUALA LUMPUR:
Police were already investigating the video clip showing a naked woman doing ear squats in front of another woman in uniform before it was exposed in Parliament.

MCA head of Public Service and Complaints Department Datuk Michael Chong said he received the video clip via MMS last Saturday.

“I immediately called Selangor police chief Deputy Comm Datuk Yahaya Udin.

“We met on Tuesday (Nov 22) and I showed him the clip and discussed what action should be taken,” Chong said at his office yesterday.

Malaysian Crime Prevention Foundation vice-chairman M. Jayabarathi was also at the meeting.

“We were all shocked with what we saw, and Datuk Yahaya promised to investigate its source and authenticity.

“He informed me on Wednesday that police were close to finding the culprits,” Chong said.

On Thursday, Seputeh MP Teresa Kok showed the clip to ministers, MPs and the media at Parliament House.

Asked why he did not hold a press conference on the matter, Chong said it was not his way of doing things.

“I cannot be 100% sure and put the blame on the police just because of a video clip. I have to check both sides, and if it is true then action must be taken,” he said.

“I chose not to blow up the matter as the image of the police force had already been tarnished. By releasing it to the press, the whole force would be demoralised.

“This is not to say that Teresa Kok was wrong in what she did. It is just that we have different ways of solving problems,” he added.

DESIDERATA:
The problem in OUR COUNTRY is that where there are spoils to be gained, there is no lack of high officials and common folks rushing to do their duty.
When it comes to doing true national duty as paid officials and government servants where no immediate gains are to be had, the system plods on at bullock cart and wheels pace.

To the second news report, it is noted that FIVE DAYS had paased by before MP Teresa Kok broke the stroy in Parliament House. Does it require THAT LONG for the police chiefs to trace down the culprit to the PJ Police Headquarters, yet with Teresa beating them to breaking the story?
Letters from the public to government departments are never answered -- I guess all of us have such experience to tell. Shuttled from counter to counter -- "come back another day", a common refrain, as standard reply given by publlic servants as related by the public, especially by less educated JoePublic who does not know his rights.
High offices are "personal-to-holder" occupied, which simply translated, is PERSONIFIED. If the head is not around, don't ask to see the second man, he can't help you!
Personalification means these powerful positions are at the whims and fancies of the occupant. In his absence, even the second man does not move! So wait until the PM orders: JUMP!
Then the underlings move a few baby steps.

I hope the "film maker" who video-taped the eye-opener woman doing the ear squats won't be hunted down and then made a "victim".

See what happend to the 18-year-old who made a complaint to the ACA regarding giving a "bribe uder duresss" for a minor traffic offence? She's facing a suit from the PC allegedly the officer receiving the bribe.

Hence, Malayia's CEO is taxed to his limits -- so how do we expect the country to move forward towqrds developed nation status.I wonder if Pak Lah could have at least six hours sleep a day if he's going to be bogged down with minutiae?

Execution and enforcement of the daily scheme of things should be INSITUTIONALISED.We must fix the systems, not the symptoms. At least this was what former PM Dr Mahathir Mohamad as a trained doctor knows very well. Maybe I'll support Dr Chua Soi Lek as a future PM of OUR MALAYSIA, Thinking Allowed?

Why should all these Chinese women in distress head towards Wisma MCA to PERSPONAALY SEE MICHAEL CHONG to have their problems attended to.

FOR FAR TOO LONG POWER IS CXONCENTRATED IN A FEW PERSONS" HANDS THAT THE SYSTEM DOES NOT MOVE ON ITS OWN ACCORD. WHY WE WE TURN CERTAIN INDIVIDUALS TO THE STATUS OF DEMI-GODS?

It's time to establish an OMBUDSMAN SYSTEM NATIONWIDE. Citizens should not owe any gratitude to any particular political party (e,g, MCA in Michael Chong's case, not detracting from the 'good' work he's doing...). Why do we need to politicised what are clearly human rights and civil society issues?

Why do we need to every time rung to PAK LAH to just have a hearing relating to police abuse? What are the IGP and police personnel there for if not to ensure the safety and security of Malaysians?

Malaysia has reached crisis points in many areas: where insitutions have been taken over by powerful individuals. I'm not just referring to Government -- it's the same with many NGOs and Opposition parties. Do you wish Desi to be hung up the tallest tree in the country by naming a few? Okay, sticking my neck out: identification (now or at one time) --- Aliran with..., ISIS with ...DAP, UMNO, MCA with ...MB of NS, CM of Sarawak with ... ad nauseum.

We need to have systems running even in the absence of the head. The Cabinet comprises specialised Ministries with their own heads, not just the Prime Minister. Let's not deitify any Malaysain individuals. The human being comes and goes -- but the systme msut stay and run ... if only the officers charged with the duty do their national duty. Let's do away with the RM600nmillion National Service Programme. Send our Heads of Departmet for some basic refresher courses on what ownership, jurisdiction, responsibility and accvountability -- yes, national service -- truly mean, in word and deed.

At do we need to every day hearthe same voice of a former Oppoistion leader to be a spokesman of every asppect of Malaysian life? As he goes around in suit and a luxury car sitting on the boards of listed companies while claiming to the Voice of an SOCIAL ACTIVIST, day in day out. I'm thinking of filing a class action suit as a member of the CivilSociety I'm trying to be an activist in, just specialising in my area of wordsmithing. Any lawyer-cum-socialist out there on similat thoughts? I think one fellow journalist named Nadeswaran (Salute my media friend...for a job well done so far!) may just fit the bill by half.I still need a qualified legal officer!
