KOTA KINABALU, Jan 29 – A then-Sabah National Registration Department (NRD) director sold 16,000 NRD receipts for more than RM1million that enabled immigrants in Sabah to vote, the Royal Commission of Inquiry (RCI) on illegal immigrants heard today.
Special Branch (SB) officer DSP Badaruddin Ismail, who works in Kelantan, testified today that Ramli Kamarudin sold each receipt for RM250 between 1993 and 1995 to illegal immigrants from the Philippines, India, Pakistan and other countries.
“He (Ramli) said he just did it for the money,” Badaruddin told the RCI here today.
Badaruddin, who had interrogated Ramli, stressed that Ramli said he had done so on his own accord for personal gain without instructions from higher authorities.
Ramli, however, told the RCI recently that then-Deputy Home Minister, the late Tan Sri Megat Junid Megat Ayub, had ordered him to issue NRD receipts, which matched the names and IC numbers of registered voters, to immigrants.
Ramli has said that about 200 NRD receipts were issued in five or six state constituencies, which the government considered difficult to win, before the 1994 state election.
The 1994 state election saw Parti Bersatu Sabah (PBS) winning just 25 out of 48 state assembly seats.
But several PBS MPs defected to Barisan Nasional (BN) shortly after, causing the collapse of the PBS government.
Ramli said that he had used some of the RM1million for personal matters and distributed the rest to his officers and to organise a sports festival in Penang for his subordinates, according to Badaruddin.
The SB officer added that Ramli distributed 14,000 NRD receipts among the latter’s subordinates to be issued to immigrants, while 2,000 receipts were personally issued by Ramli to certain people.
Another then-Sabah NRD director called Datuk Abdul Rauf Sani had sold 6,305 identity cards to Filipino and Indonesian immigrants, as well as locals, for RM167,300, Sarawak SB chief Datuk Haji Ibrahim Zakaria told the RCI earlier today.
Ibrahim added that 94 people, including 24 NRD officials, were arrested under the Internal Security Act (ISA) from 1994 to 2000 for issuing identity cards in Sabah illegally.
“No, he (Rauf) did not say that he acted upon instructions, but he acted on his own,” said Ibrahim.
“From the intelligence I gathered, it is more for gaining rewards, profit,” added Ibrahim, who was wearing a black suit and red tie.
Asked if Ibrahim believed that Rauf was acting on his own, Ibrahim said: “He’s an intelligent person, educated overseas, very communicative, a certain level of position in government service. I took what he said as the truth.”
Rauf, however, told the RCI recently that blue identity cards were also issued to increase the number of Muslim voters in Sabah.
He has said he was aware that immigrants in Sabah were taught how to vote in elections, otherwise their identity cards would be cancelled.
Former Sabah NRD assistant registrar Kee Dzulkifly Kee Abd Jalil testified recently that 100,000 blue identity cards were given to Filipino, Indonesian and Pakistani immigrants in Sabah in 1993.
Tun Dr Mahathir Mohamad, Malaysia’s longest-serving prime minister who was in power from 1981 to 2003, has been accused of spearheading the so-called “Project IC”, in which citizenships were allegedly given to immigrants for their votes.
But former Sabah Chief Minister Tan Sri Harris Salleh, who administered the state from 1976 to 1985, has denied at the RCI the existence of “Project IC”.
Dr Mahathir told a recent press conference that foreigners in Sabah had indeed received citizenship, but stressed that it was “within the law”.
The inquiry before former chief judge of Sabah and Sarawak Tan Sri Steve Shim Lip Kiong resumes tomorrow.

9.2 Toward a Civil Society
Our country aims to become a fully developed, First World nation by 2020 – in materialistic, economic terms, the objective implied by developed nation status can be well defined, as measured in gross domestic product terms and other economic such as per capita figures. But in the intangibles – the character, soul and spirit, and the mindset of the people, that’s where the difficulty lies! We are still far from having attained a mature, civil society. Recently, many quarters, including deputy premier Datuk Seri Abdullah Ahmad Badawi, have lamented that while the country can boast of infrastructure that rival the best in First World countries like the US, Britain or Japan. the people’s mindset is still of the Third World. This is evidenced by the people’s general lack of civic consciousness, with daily media reports of common littering, unkempt public toilets and “uncivil” behaviour when motorists take to the highway. Hence, while the country focuses on physical development, the mental and spiritual life of the individual Malaysian must not be neglected. For Vision 2020 to be achieved in the “holistic” sense, then both physical and economic features, and the soul and character of the nation. must progress in unison and tandem. Poetry has a significant role to play in the “civilisation” process of Malaysians. May the day dawn quickly so that while we proudly trumpet the Petronas Twin Towers as the highest such structure in the world, the citizens can also stand tall in terms of their grace, culture and heritage, displaying first World civic behaviour and tastes.

Malaysians may do well to heed this wise observation from Thoughts on Virtue11 by one of history’s great thinkers, Charles Darwin (who propounded the ‘Theory of Evolution’ in his opus, “Origin of Species”):
            If I had my life
            to live over again,

            I would have made a rule

            to read some poetry
            and listen to some music
            at least once a week….
            The loss of these tastes
            is a loss of happiness,
            and may possibly be injurious
            to the intellect,
            and more probably
            to the moral character.

SHAH ALAM, 24 JAN : Kerajaan Negeri Selangor diseru mengambil tindakan undang-undang terhadap dakwaan wujudnya kira-kira 40,000 ‘warga Sabah’ yang dipindahkan sebagai pengundi di Selangor.

Mantan Timbalan Menteri Perumahan dan Kerajaan Tempatan, Datuk Seri Lajim Ukin mendakwa, ‘warga Sabah’ itu majoritinya bukan yang berasal atau lahir daripada negeri itu tetapi pendatang asing yang diberi taraf kewarganegaraan dan kad pengenalan.

Katanya, daripada jumlah itu hanya kira-kira 20-30 peratus adalah warga Sabah yang sebenar.

“Pihak Kerajaan Selangor perlu meneliti jika ada ruang-ruang dalam perundangan untuk mendapatkan proses injuksi atau sebagainya kepada mereka ini,” kata Lajim yang juga Ahli Parlimen Beaufort ketika dihubungi TVSelangor.

Ujar beliau lagi, jentera Pakatan Rakyat (PR) di Selangor perlu memperhebatkan usaha dan gerak kerja untuk mengenalpasti 40,000 ‘warga Sabah’ itu dengan memberikan penerangan agar mereka tidak dipergunakan oleh BN.

“Tidak mustahil jika mereka-mereka ini diberikan penjelasan dan penerangan maka mereka akan berpihak kepada kita (Pakatan Rakyat).

“Sebab mereka hanya dipergunakan sahaja oleh BN untuk mendapatkan kuasa.

“Selepas itu mereka akan diabaikan dan tidak lagi diberi perhatian oleh BN jika berkuasa nanti,” katanya.

To Desi, the case runs parallel to a businessman earning MILLIONS through legitimate business conducted in transparency in accordance with the law and THIEVES AND ROBBERS STEALING MILLIONS UNDER THE COVER OF DARKNESS FROM THE BANKS AND BUSINESS ENTITIES BELONGING TO THE PUBLIC held in trust by the Government of the day.

KUALA LUMPUR (Jan 23, 2013): Representatives from some 20 Indian NGOs today called on the government to state its stand on a call by former premier Tun Dr Mahathir Mohamad to investigate the awarding of citizenship to immigrants during pre-independence Malaya.
WargaAman chairman A. Rajaretinam (pix) said that Mahathir's proposal is a "direct insult" to the Indian community, whose ancestors were brought in by the British to work in Malaysia.
"Do not just say 'ignore him (Mahathir)'. Do Umno leaders agree with Mahathir's suggestion? That is the main question," said Rajaretinam during a protest by some 50 representatives from the various NGOs in Brickfields today.
Umno Youth chief Khairy Jamaluddin had on Tuesday told an online portal that there is no need for public to focus on Mahathir's allegations, pending completion of an ongoing Royal Commission of Inquiry into the issue of illegal immigrants in Sabah.
Mahathir has come under fire after he admitted last week that foreign immigrants in Sabah were granted citizenship during his tenure as prime minister.
He also claimed that Tunku Abdul Rahman, as the first prime minister, had "done worse" by granting citizenship to one million "unqualified people" in Peninsular Malaysia, mostly comprising of Chinese and Indian nationals.
"My ancestors were not refugees! They came to help develop the country by working in the estates, helping to propel Malaysia until it became one of the largest producers of rubber in the world," stressed Rajaretinam.
He has given Prime Minister Datuk Seri Najib Abdul Razak, as Umno president, one week to state his stand, failing which the groups will organise a larger protest on Feb 17.
DAP Perak vice-chairman A. Sivanesan also urged authorities to press charges against Mahathir under the Sedition Act 1948 for his statement.
"It appears that there are some people who have immunity and are privileged in this country. They can say and do whatever they like," he claimed, pointing out that authorities are quick to take action when reports are lodged against opposition parties.
Aside from Umno, several other Barisan Nasional component party leaders, had in response to Mahathir, said the issue of pre-independence citizenship has been accepted as a historical fact, and as such, there is no need to reignite a debate on the matter.

Perkasa threatens to pull support for MCA, MIC over ‘Allah’ Bible-burning row

KUALA LUMPUR, Jan 21 — Malay rights group Perkasa today threatened to stop supporting Barisan Nasional (BN) parties MCA and MIC after it earned brickbats from party leaders for urging Muslims to burn bibles containing the word “Allah” and other religious Arabic words.
In a statement here, the controversial group explained that its president Datuk Ibrahim Ali’s (picture) statement on the matter had been misinterpreted as he had merely been referring to Malay-language bibles.
“I confirm that the Perkasa president did mention the words ‘burn the Bible’ but he did not mean the original English-language books.
“He meant the Malay-language bibles that use ‘Allah’ and Jawi writing,” Perkasa secretary-general Syed Hassan Syed Ali said in the statement.
According to recent media reports, Ibrahim had made the call on Saturday at a Perkasa convention in Permatang Pauh, Penang.
He was quoted in one news portal as explaining his reason, claiming he was not instigating communal tension but offering a solution to stop non-Muslims from infringing on the sensitivities of the Muslims, the country’s most dominant ethnic group.
After Ibrahim’s remarks, MIC leader S. Vell Paari urged the government to punish the right-wing Perkasa president or face the possibility of bleeding its non-Muslim votes.
Irked, Syed Hassan replied today, saying: “Do not force us to change the oath we took during our national congress last December to stand united in our support for all BN candidates, including those from MCA and MIC.”
He also reminded the MIC that it needed Malay votes for the coming polls if it wanted to win.
“To Vell Paari, Perkasa would like to remind him that MIC too needs the Malay votes.
“Perkasa views these [Malay-language] bibles as not the original ones and its purpose is nothing more than to confuse the Muslims to leave their religion and convert to Christianity,” he said.
Perkasa also condemned law expert Syahredzan Johan for saying that Ibrahim could face legal action under sections 298 and 505 of the Penal Code, and asked the lawyer why he had not offered his opinion on proselytisation.
Perkasa has often been at loggerheads with non-Muslims, including politicians from the MCA, MIC and Gerakan, for its controversial right-wing Malay ideals.
Pakatan Rakyat (PR) lawmakers have often challenged BN’s non-Muslim leaders to speak out against the non-governmental organisation, arguing that its failure to distance itself from the group would result in a loss of non-Muslim support for the ruling pact when polls are called.

Tensions can flare if Sabah RCI sensationalised, Musa Aman tells newshounds

KUALA LUMPUR, Jan 20 — Sensational coverage of the ongoing royal inquiry into Sabah’s foreign population explosion could spark unnecessary tension, its chief minister Datuk Seri Musa Aman reminded journalists as witness testimonies of illegal immigrants being fast-tracked for citizenship is raising the mercury ahead of Election 2013. 
Questions are being asked of the ruling Barisan Nasional’s (BN) role over the last two decades in failing to stem the flood of illegal immigrants into Malaysia’s easternmost state, which has seen its population grow from just over 630,000 in 1970 to over 3.1 million in 2010 — more than double the national standard. 
“Many sensitive issues have been raised by the Royal Commission of Inquiry (RCI) on illegal immigrants that is currently being held. 
“We cannot interfere in the deliberations and the testimonies in the continuing hearing. We also should not rush into any conclusions while the Inquiry is proceeding,” said Musa(picture) in a brief six-paragraph media statement to The Malaysian Insider last night. 
The state’s longest-serving chief minister urged reporters to be mindful of their coverage of the RCI, “to avoid bringing about any kind of unnecessary tension among the public”. 
“The government has no control over editorial content. We believe in the freedom of the press,” said the 61-year-old, who has been in office since March 2003. 
“At the same time, in a sensitive situation such as the RCI, sensational coverage will not bring any positive results or effects for the state of Sabah or the country as a whole,” he added. 
Musa had also made a similar request last week at a closed-door meeting with state English-language media representatives from New Sabah Times, Daily Express, The Borneo Post, andBN-controlled newspapers New Straits Times (NST) and The Star, as well as national news agency Bernama. 
The issue of illegal immigrants has turned emotive among Sabah natives like the Kadazandusun and Murut communities, many of whom feel that the state has been robbed of its sovereignty through the massive influx of foreigners from neighbouring Philippines and Indonesia. 
It is no secret that Sabahans are angry and want these foreigners shipped back to their home countries in one way or another. They also often blame the immigrants for robbing them of job opportunities and for the rise in the state’s social, economic and security problems. 
Recent statistics from a 2010 census of Sabah’s population showed an extraordinary 390 per cent increase from 636,431 citizens in 1970 to 3,120,040 citizens in 2010, more than double the national population growth of just 164 per cent. 
About 28 per cent of Sabah’s 3.2 million-strong population are foreigners, numbering at 889,000 people. 
Tun Dr Mahathir Mohamad, Malaysia’s longest-serving prime minister who was in power from 1981 to 2003, has been accused of spearheading the so-called “Project IC”, in which citizenships were allegedly given to immigrants for their votes. 
But former Sabah Chief Minister Tan Sri Harris Salleh, who administered the state from 1976 to 1985, has denied the existence of “Project IC”. 
Dr Mahathir had last Thursday admitted to granting citizenship to foreigners during his tenure, but insisted it was all done according to the law. He has also said he is willing to testify to that before the RCI if subpoenaed. 
The citizenship-for-votes allegation is one of the key issues that has been raised in the run-up to Election 2013, which must be called by April when the ruling Barisan Nasional’s mandate expires. 
The public inquiry in Kota Kinabalu that kicked off on January 14 is chaired by former Chief Judge of Sabah and Sarawak Tan Sri Steve Shim Lip Kiong. 
A total of 167 witnesses are expected to be called to testify, according to Prime Minister Datuk Seri Najib Razak, who finally agreed to set up a royal inquiry last year. 
The royal panel has until March to wrap up its investigation. 
The hearing will resume on January 28.
